I had a great experience at Pearl Dental Group today! I came in for a check-up and a filling, and everything went incredibly smoothly from start to finish. The doctor was highly skilled and made me feel confident and comfortable throughout the entire procedure. The entire team was amazing—especially the front desk staff, who were very welcoming and friendly. I really appreciated how transparent they were with everything. They clearly explained my dental issues, went over the findings from my X-rays, and walked me through the treatment plan in a way that was easy to understand. They also provided a clear breakdown of the costs beforehand, which I found very reassuring. Overall, I felt genuinely well taken care of and respected as a patient. Important Notice: IFHP Coverage Update – May 1, 2026
Starting May 1, 2026, IFHP will cover up to 70% of your dental treatment costs. The remaining 30% will be your responsibility at the time of your visit. Please contact us before your appointment and our team will provide you with a full cost breakdown, no surprises, just great care.
Dental Care for Refugees in North York, from Urgent Visits to Routine Checkups
The Interim Federal Health Program is the federal plan that helps protected persons, refugee claimants, and resettled refugees get health care while they settle in Canada. For dental care, it pays for a defined list of treatments and a defined portion of the cost.
Starting May 1, 2026, IFHP pays 70 percent of the approved dental fee. The remaining 30 percent is your responsibility on the day of your visit. We will never start treatment without walking through those numbers with you first.
What IFHP usually covers for our patients:
• Examinations and x rays for a new patient visit
• Cleanings and preventive care at set intervals
• Fillings on front and back teeth
• Simple and surgical extractions, including wisdom teeth where indicated
• Root canal therapy on many teeth
• Urgent care for pain, swelling, or a broken tooth
Coverage limits and timing rules change from year to year. If a treatment is outside coverage, we tell you before we book it, not after.
Ask us to price your treatment before you commit. Send your name and phone number, and a team member will call back within two business hours with a clear breakdown of what IFHP will cover and what your 30 percent share will be.

Pearl Dental Group – North York Dentistry
A dentist for refugees near me who understands newcomer life
Pearl Dental Group has been on Finch Avenue West in North York for more than a decade. Dr. Ebrahim Aminsalehi has practiced dentistry for over 30 years and has treated patients from Iran, Afghanistan, Syria, Ukraine, Eritrea, Venezuela, and many other countries that newcomers arrive from. He works with three other dentists on our team, and our front desk answers the phone in English and Farsi.
We know the paperwork side of settling in Canada is heavy. When you call us, you will not be asked to figure anything out on your own. If your IFHP document is still in process, say so and we will tell you what we can do today and what we should wait on.
Meet the team before you book. Read short bios of our dentists on the About page, or call (647) 800 0318 to speak with our front desk. If Farsi is easier for you, tell the receptionist and we will switch.
An IFHP walk in clinic near me on Finch Avenue West
You do not need an appointment for an emergency. If you are in pain, come to the clinic at 261 Finch Avenue West during our hours and ask for a walk in visit. Bring your IFHP document if you have it. If you do not have it yet, bring whatever paperwork you do have, including your UCI number, and we will work from there.
During busy days there may be a wait. We will give you a realistic time when you arrive so you can decide whether to stay or come back later in the day.
How a first visit works: From your first phone call to leaving the clinic
Newcomers often ask what will happen step by step. Here is the whole path.
1. You call or send the short form.
We ask for your first name, a phone number, and your preferred language. If you already have an IFHP document, we ask for the coverage dates. If you do not yet have the document, that is fine, we keep going.
2. We confirm your coverage.
Before the appointment, our team checks what IFHP will cover for your situation. If something is unclear, we call you back to ask.
3. You come in for the first visit.
We do an examination, take the allowed x rays, and write out a plan. You see the IFHP portion and your 30 percent share for every item.
4. You decide what to do next.
Nothing is started without your agreement. If a treatment is urgent, we say so. If something can wait, we say that too.
Do I qualify for IFHP dental coverage?
IFHP is written for people who are in Canada under a refugee or protection related status and who do not yet have provincial health coverage. You are likely eligible if you fall into one of the groups below. This is a plain language summary. The final word on eligibility always belongs to Immigration, Refugees and Citizenship Canada.
Resettled refugees. People who arrived in Canada through the Government Assisted Refugee program, the Privately Sponsored Refugee program, or the Blended Visa Office Referred program. Coverage usually starts on arrival.
Protected persons. People whose refugee claim has been accepted and who have been granted protected person status, up until they qualify for provincial health coverage.
Refugee claimants. People who have made a claim for refugee protection inside Canada and whose claim has been referred for processing. Coverage runs while the claim is active.
Persons detained under the Immigration and Refugee Protection Act. People held in immigration detention who need medical care during that time.
Victims of human trafficking with a Temporary Resident Permit. People identified as victims of trafficking who have been issued the specific permit that grants them IFHP coverage.
Other specific groups named by the government. From time to time, the government extends IFHP coverage to other groups in response to humanitarian situations. Recent examples include people arriving under special programs for Ukraine and Afghanistan. If your arrival was part of a named program, you may be covered.
If you are on a visitor visa, a study permit, a work permit, or you are out of status, IFHP generally does not apply, and we will say so honestly during the first phone call and help you think about other options.
How to register for IFHP and get your coverage document
IFHP is managed by Immigration, Refugees and Citizenship Canada, not by our clinic. You do not apply for it the way you apply for private insurance. Eligibility is set at the moment your refugee claim or resettlement file is processed, and the coverage document is issued to you directly by the government.
Here is the path most of our patients take.
Step 1. Make your claim or arrive under a resettlement program. If you are a resettled refugee arriving through the government program, your IFHP coverage is usually set up before you land. If you are making a refugee claim after you arrive in Canada, your eligibility starts once the claim is accepted for processing.
Step 2. Receive your Interim Federal Health Certificate of Eligibility. This is the document we ask to see at the clinic. It lists your coverage dates, your coverage type, and your unique client number. It arrives by mail or through your online account with Immigration, Refugees and Citizenship Canada.
Step 3. Check your coverage status online. If you lose the document or you are not sure whether your coverage is still active, you can check through the government portal. A settlement worker can also help you pull it up.
Step 4. Bring the document to your first visit. Bring the certificate, one piece of photo identification, and a list of any medications you take. If you are still waiting for the certificate to arrive, bring whatever paperwork you do have, including your UCI number, and call us before the appointment so we can tell you what we can do that day.
For the official rules, application path, and current coverage details, the Government of Canada page on the Interim Federal Health Program is the source of truth. Read it here: Interim Federal Health Program on canada.ca.
